The moon APPEARS to be as bright as a sandy beach when you
see it in the sky, but that's just an illusion: You see the moon
illuminated by bright sunlight against an even darker background
(the night sky), with nothing lighter to compare it to. The moon only
reflects about 7% of the light that falls on it, about the same as
coal or charcoal.
If you've ever seen a piece of moon rock, at a science museum or other
exhibit, you may recall that the rock really was black. Seeing is NOT
